  1. Since SW Kelly no longer goes under the bridge the west side ramps must have been redone even before the opening of I-5 near the bridge

  2. Best I can tell from looking at old maps they are filling in the terminus of Marquam Gulch where it joined the Willamette.

The fill that is being placed is so Kelly St. can extend under the West end of the Ross Island Bridge and then the street curves to the left to intersect with Corbett St, The Oregonian had a drawing of a street plan on 3/10/26 (page 21). The Vintage Portland photo from 12/27/11 the south side finished street is shown in 1945, and in the caption is a link to a 1932 aerial photo of the street alignment.
