  1. Other commissioners L-R, Connie McCready, Mayor Goldschmidt, Mildred Schwab, Ivancie and Jordan. 1974 was also first year the Portland Police Bureau hired its first black woman patrol officer, Carmen Sylvester, a 20-year-old divorced mother of four.
