Sorry to ruin the fun with historical accuracy, but Kong was gone for about six months before Portlandia was installed on the opposite face of the building. The big ape only hung around for a few days. Pretty expensive to keep him up there.

As I remember, this was the kick off to either the lottery itself or the start of scratch off sales. But my memory is not as good as it used to be.
