Both of these apartment buildings still stand on the west side of SW 11th Avenue. The one on the right is at the corner with Columbia St. Both buildings look better now than they did 35 years ago. The vacant lot on the left is now a high-rise apartment building.
That vacant lot with the blue truck isn’t so vacant anymore.

Looks like an old Northwest Natural Gas company truck parked out front
The building on the far right has been repainted in completely different colors at least twice since then.
For quite a while, it was a forest green apartment building called The Chandler. In 2005, it was sold and flipped to condos as “10th Avenue Lofts” and painted orange. Owners seem determined to paint this building ugly colors. Ah well.
The building next to it, in the middle of the shot, is called the Hidwell, which is ironic since it has been dwarfed by a senior apartment building (Clay Tower / Rose Schnitzer Tower) in that vacant lot.
I wonder what the steps in front of the vacant lot are left over from.
